Navy Leadership Change Occurs During Promotion Delays

Admiral Franchetti steps into the acting role as Chief of Naval Operations from Admiral Gilday.

U.S. Navy Admiral Michael Gilday stepped down from his position as Chief of Naval Operations handing this command to Admiral Lisa Franchetti in an acting capacity. The U.S. Navy and Pentagon leaders emphasized that the Navy is on the brink of a significant technological and operational transformation.

Admiral Gilday highlighted the Navy’s efforts to adapt to evolving global threats and technology and stated at the relinquishment of command ceremony at the U.S. Naval Academy. He said, “This change we are undergoing is nothing short of revolutionary.”

Admiral Franchetti, previously vice chief, expressed her intent to build upon Gilday’s legacy and continue enhancing the Navy’s readiness and capabilities. She stated, “Your vision and transformational leadership these past four years has laid the foundation on which we are building our Navy’s readiness for today.”

The ceremony also highlighted the challenge of Senator Tommy Tuberville’s blockade of military promotions due to the Defense Department’s violation of the Hyde Amendment related to abortion. As a result, several military branches, including the Navy, find themselves without confirmed service chiefs.

Defense Secretary Lloyd Austin stressed the delays as unprecedented, undermining military readiness, and impacting American military families. U.S. Navy Secretary, Carlos Del Toro, echoed the sentiment that the American people deserve confirmed military leaders.
